Yes, that change was made in .509. EXCPSUB can't reliably be used in a PRINT or INPUT statement with a list of fields (as opposed to using a FORMAT). At runtime the program counter may be in the middle of a list a fields when an error occurs. In order for EXCPSUB to work it would have to know where the statement ends so it can branch there after handling the error and it doesn't know that.
