Here are my impressions.  First, I'm assuming that newer OS on user PCs forced the upgrade.  If so, you may have users running Comet32 as their desktop OS is 64-bit.  Legacy Reporter will not run under Comet32.  So to partially answer your question, any 64-bit desktop must use the new Reporter.
Next, if that's the case and you have to have at least one user running new Reporter, you must establish #CFILES.  New Reporter does NOT run off of old #FILES.  The new windows data dictionary program is called CFILES.  There are utilities in CFILES to import your #FILES data dictionary and to convert old $ report generator programs to new Reporter .ibr programs.  
Here's an important one - if you are going to run a mix ( 64-bit desktops running Comet32 and new Reporter and 32-bit desktops running legacy Report Generator ) understand that the legacy Report Generator uses #CFILES, not the old #FILES.
Each file can be a maximum of 1MB in length Uploaded files will be purged from the server on a regular basis.
