where is the "C32" IB Compile flag set?

generated an INCLUDE file from CFILES
it generated "C32" flag test for me:
85 ^C1HPAY.INC 00001BC4 .IFDEF C32
86 ^C1HPAY.INC 00001BC4
87 ^C1HPAY.INC 00001BC4 Select Case Key$
87 ^C1HPAY.INC 22 BC4 **************
where is this set? everything inside was flagged for one reason or another
how can I set it off? -or- why is it not set in IB or RUN??
