but does this mean:
SECURITY only allows 25 accesses!
SYSGEN allows 0..49 in the definition of COMET's total DABs
IB allows multiple (more than 25) files in a program, but there can be at most 25 DABs for them in toto (we're not in Kansas anymore :)
