I'd push, incrementally, the Comet installations on the 2003 Servers up as far as possible. The compatibility chart suggests you can go all the way to Comet 2018. I remember getting past Comet 2005 as a biggie. From there, the next stop might be 2012 or 2013, where Comet32 comes into play. Another BIGGIE!
Don't know if XP is supported on Server 2019. Here's a post from Microsoft on Server 2016 and XP.

I agree with Dave that windows XP could work in the windows server 2016 domain, but we could guarantee that there is no any issue. For example, as far as I know, windows XP system on the network may pull the server down to SMB version 1.0. This is a major security problem as SMB is the vector which allowed WannaCry to propagate across networks.
And please note: Microsoft has ended up the support for Windows XP, we suggest you upgrade the operating system for better user experience.
