Part of the problem is that you installed the Security Server on this machine when you only need the File Server. You're getting the error because you don't have a dongle. Try this:
Erase CSecSrv.exe and SecSrvUI.exe from your Comet Services folder.
Then open CometNTService.ini in a text editor and replace its contents with this instead:

[Settings]
ServiceName=CometServices
ProcCount=2
[Process0]
CommandLine=CFileSrv.exe
PauseStart=1000
PauseEnd=1000
UserInterface=Yes
[Process1]
CommandLine=CFamNetServe.exe
PauseStart=1000
PauseEnd=1000
UserInterface=Yes

Now reboot and see if you get farther. Note: the way to prevent this in the future is to uncheck the "Security Server" option in the Comet Services installer. Then it will only install the File Server.
