I was thinking along the same lines. Perhaps a bad license.txt. I would think if it's getting the plug number correctly, which it appears to be, it may not be doing anything else with the plug. So the plug and port are probably OK. Run dvmgmt.msc, check the USB controllers, and ensure you see a CBUSB Ver 2.0 or something similar. If you have an internet connection, backup then delete the license.txt and (plug#).txt from the CometServices folder, then do a NET START COMETSERVICES again. That should grab the latest license.txt from Signature and eliminate that as a problem. For fun, you may want to see if you have BOTH a license.txt and a (plug#).txt file, and see if they differ, because I believe one overrides the other.
