RQP1 is simply a control record that tells the Reporter what the defaults are for the dir where #FILES is, the dir where the Reporter spec files are, the first char of a spec file name, and what program to return to when leaving the Reporter. RQP1 can reside in any dir you want. The Reporter opens it without a dir=.
