Whenever I hear E30 and printer my first thought is the "missing CosP" issue. I know you said LPW works but when the other printer fails have you checked the Comet executables folder to make sure CosP is there and that it's not currently hung up by another user? Depending on whether this is on a full Comet host or a CA client be sure to check %temp% on either the host or client (or the folder where any COMETPROGS environment variable is pointing).
