What I mean by Record Pad is this:

If you have a file that has a record length of 80 but you use only 76, then if a Record Pad or DUMMY variable 4 characters variable is added to the FORMAT to fill to 80 you can later use those extra bytes. Any program using it (with the pad) would leave the content Record Pad there instead of clearing it on a re-write.

As a rule, I usually leave some space at the end of my records for "Future Use". No need to recompile ALL the programs.
