Sorry there is no way to compile Comet16 programs from Comet32. The Comet16 compiler was built in to cosh.exe, which does not exist in Comet32, so there's no way to compile for Comet16 other than the way you are currently doing it.

When we make any changes to Comet16 programs in REL or UTL, we have to do the same... Trust me I wish there were a better way =)
