I'm not sure Adobe has officially commented, but it looks like it could either be due to embedded Type 1 fonts, or embedded "outline" fonts. It does look like Adobe is ending support for Type 1 fonts (https://helpx.adobe.com/fonts/kb/postscript-type-1-fonts-end-of-support.html)

I was able to fix the issue on our server by forcing the bullzip driver to use the bitmap option for "TrueType Font Download Option" in the advanced properties. see my response here: https://support.signature.net/messages/24970.htm

Would be interested if anyone determines if it's a specific font causing the issue.
