Maybe you guys are forgetting that the directory paths MUST be named rel and utl, and not someother more descriptive name.
Comet operating with the /c option uses the following built-in configuration:
[DIRECTORIES]
00 = L ,.\REL\;
01 = L ,.\UTL\;
02 = L ,.\COS\;
