The UE log is the following:

Security setup failed: 32
When pressing the Compile button this message comes up immediately.
In UE I have about 40 .ibs and .inc files open under the project.
I can't see anything else out of the ordinary happening.
I have tried just opening one file under UE and compiling and also compile project. I got the same error in both cases and the same Comet log keeps appearing.
Before I reloaded UE and ran IBinstall I renamed the CAPISEC file in the COS directory and found that after the install a new CAPISEC file was created but still the error occures. It looks like the security to do with that file doesn't seem to work. I checked the contents of both the old and new versions of the file and found them to be the same.
