It turns out it was something to do with their ISP, they had run a program "DRTCP.exe" that did something about limiting tcp packet sizes. After running this again and resetting back to the defaults the problem went away. She can't send Emails again but she can run Comet.
P.S. I think the security changes are a good idea, have been trying to find time to put a few thoughts down on paper, along the lines of the stuff I asked you about a few months ago.
