Could be a couple of things. First, make sure the DES program associated with LPH is HTMLPTR, not HTMLNOL. The difference is that HTMLNOL doesn't launch. Second, make sure that you have "opennew" listed as one of the valid actions associated with .htm files for Windows. And, oh yeah, you're not trying to do this from a Comet Anywhere background partition are you?
