You can create a TXT file in Comet using the utilities.
To edit TXT files you may want to grab the new CED 04.01 that will be release shortly. It handles text files using the Windows file association. That means if you open a text file in the new CED it will automatically launch the file, thus asking windows to open that file using the associated windows program.
The new CED is going to be release as soon as I fix a little known issue with the new compiler directives.
