Could be a couple of things. If using a security qmonitor, your password dir must be CFAM. If not using security qmonitor, at least one dir must be CFAM. Also problem was introduced in last release that only allowed it to run right after you entered your password, but not necessarily if you came back to qmonitor from another program. This will be corrected in next release.
So, if access to CFAM dir is the problem, you can correct that. If not, you can use QMONITOR from previous REL release for now.
