Problem with LAUNCH command

We've recently developed and installed a document imaging system as an
add-on to our standard Decorative Fabrics package. As part of this
DI system we are storing scanned images of paperwork and a MySQL database with pertinent order information. To access these images, our programs provide an imaging option to the operator. Choosing this option strings together the IP address of our storage server along with the php query command as follows:
http://10.100.10.249/pdfimages/ImageTable.php?OrderNum=' followed by
the specific order number. This all works really nicely. The problem is that occasionally an operator will select the Imaging option for an order and nothing will happen. Troubleshooting this problem we've discovered that when the problem does occur, if the program is exited back to a menu and then re-entered the LAUNCH will
successfully open IE to the proper image lookups. COMET is not exited and re-entered, just the specific Order Trace program that provieds the ability to view Document Images. I'm not really sure what's happening once that LAUNCH command is issued, perhaps it's a
problem with the (#) buffer? but I'm just guessing. User is running
Comet2004 345 0402 with Windows 2000 server network.
