OK, I'm embarrassed. It was I who "enhanced" SECURITY so you could indicate whether a user is allowed access to Comet Explorer or not. When I tested, I used an existing password and did not try adding a new one. :-(
Attached is a new SECURITY. Unzip it in to your UTL folder and hopefully you'll have better luck.
