You must start the debugger sometime before you get to the program you want to debug. Often for this purpose I'll popup a message and wait for input (you may already be at an input which is okay also) just before running the overlay program. Before I allow the program to continue I start the debugger and attach the partition. You can then press enter and the debugger should stop at the beginning of the next program.
