When you specify a height with no width, Windows uses the aspect ratio supplied by the font designer. This guarantees the font will always look best. If you want to control both height and width, then you must set them both. Alternatively, if it's the line spacing that is giving you problems, you can set the height to give you the best character width and then change the line spacing (LineSpacing = n) to make up any difference.
