Comet Project Manager (CPM) questions

There's been no follow up to my CPM questions. Right now I have two projects.

Project 1 - I can open an IBS file and compile it sucessfully. However, I can not compile the project without CAPI running in T00.

Project 2 - The opposite. I can compile the project but not a single IBS.
