Bld .358 WS install - gives error when Comet is run

I am upgrading from Comet 2k to Comet 2k-5 on Win2k and WinXP pc's.
I installed C2k-5 Csec on the data file server (Win2K SBS)and the Win2K PC w/Security plug. These run Comet fine. I installed Comet WS on a WinXP PC, it validates & find the files OK and Comet runs. WS install asks what .cfg file to use. Then I got to a Win2k pc, ran the WS install program and it didn't ask what .cfg file use and when I run Comet it tells me "Can't find Cosc in the directory" but I can!.
Also, the XP pc is new and the WIN2K pc had been running C2K. What could be going on?
