As domain members, all my and my users machines have a Local Admin and a domain user account, and are set to stop at the Ctl-Alt-Del prompt and then go on to the Logon dialog. This allows the user to logoff or lock the machine.
The posted Regedit settings allow these security features to be bypassed so that the CometAnywhere host can be loaded automatically via the Start folder.
