Comet Explorer-Startup Issue

I just converted my system to all CFAM directories and installed the latest REL (05.06) and ULT (05.05) and get a message when starting Comet Explorer from the CMONITOR: "Access to Comet Explorer is not permitted for this user." It then asks me for the Blind Password but then again responds with the previous message.

I have a security monitor and I am sitting at a READY:: in this session, I am using the same password as I entered for the current session. QSTART2 is in COS and it is a CFAM directory, the password file is also in a CFAM directory (but not COS).

What is set up wrong?
