Dos error 20 is a sharing violation.
Assuming Comet is running, you can use the WAKEUP statement to start a job at a specified time. Check the IB manual for more info. If you need to start Comet up first, you could have Windows start it at the specifed time and use the /keyfile= option to cause the desired program to run.
