UE has a whole list of Command Line parameters starting with %. See UE's help (Tool Configuration). %F is one of them. The command line for a compile looks like ...

Your %F source is gumming up the parsing.
I replaced "=" with "-" when I upgraded my customers from Q to Comet. Now I've bitten the bullet again and dropped the leading character on my source as part of the CED to UE conversion.
