New Install Error 00

I have a client who is installing a new 2003 server. I have installed all the latest Comet files via a Remote Desktop Connection. When I run Comet2K5 I get to a ready and can run our applications. When I try to run Q or click on the Utilities link I get an "Error 00 no Exception reported". I'm using S type directories at the moment because when I use C type I get a error binding to a tcp port. I assume thats because the server is already running Cfam server as a service. I tried downgrading to 354 and Util 503 and the same thing. I had the customer run comet from the local desktop and they get the same error. I'm not sure what to try next.
