RT_FileTimeToSystemTime is a routine in coshipc.dll. I checked the current version of this dll and that routine is in there. The current version is dated 7/22/05 8:17 AM. Please check the version on the target machine.
This is one of the files that is copied to the target folder by install shield when you do a workstation install.
