This is puzzling. Here are a couple of things to try:
1) Can you see the security server dialog? If so, please look in the display window and see if you see any errors. A normal startup should look like this:
Loading license certificate file.
Validating license.txt for plug ########
Using "license.txt" certificate good thru mm/dd/yyyy
Machine name [tcp addr here] Ready on TCP port 11750
If you can't see the dialog, try stopping the services and starting CSecSrv.exe manually. What displays as the TCP/IP addr? Try using this address instead of 127.0.0.1.
2) Try commenting out the SERVER= statement in the NODE section of the .ini file. If you don't specify a server, Comet will use Windows messaging instead of TCP/IP to try to find the security server running on that same machine.
