Printing from the command prompt seems to ignore Windows driver settings as well. (Though printing from inside Windows, "notepad" or similar, works fine.)
I'm beginning to believe there's no plausible way to solve this problem short of dedicating a printer to this specific task, or re-writing the form to not need the :RAW switch.
