QMONITOR and CPL64

If there is a program in SECPROG$, QMONITOR (already in CPL80) does a CPL64. If the program in SECPROG$ wants to be in CPL80, then one has to be added to the beginning.

All this results in a blink, resize, blink, resize. Annoying. At CometAnywhere speeds it looks a even stranger :)

Can the CPL64 be removed or changed to CPL80 for SECPROG$ runs?
