It looks to me like copyfile.ibs in the dmw directory is a test program that shows you how to use the (copyfile=) mnemonic. Copyfile.inc in the wdl directory is a use file that helps with interpreting the results of a (copyfile=) mnemonic.
Copyfile.inc is an include file used by cometwin.inc etc.
As always, the convention is:
.inc = use file
.ibs = source file
