This is an interesting question and somewhat perplexing to me as well. When we started to develop some of these functions, we apparently did not check for and append a hex zero to some of the arguments.
Later, we did do this. I do not know which functions and statements require a hex zero. I know that the copyfile mnemonic does NOT.
