FTP through the Winsock Gateway

Can someone tell me why I can't go 'PASV' when accessing FTP sites via the winsock gateway when Telnet works fine? I have tried several different servers and turned off all firewalls. I am trying to get cute and do it through this instead of creating ugly Dos Batch files. If someone has experience with this or the 'Windav' protocols though the Winsock gateway please speak up.
