The Windows/DOS REN command documentation says it will rename a batch of files tho it suggests all the source files must have the same extension and does not deign to consider files with no extension.
There are shareware/freeware programs that will rename a batch of files.
The Comet RENAME utility clearly says it will rename a batch of files and the documentation describes the masking in some detail.
