Time= question

"EmailPtr has a new TIME= parameter. The syntax is: Time = timeoffset. This is the time offset from GMT for this location. In California you would code: Time = -700."

Isn't California -800 on Standard Time and -700 on Daylight Time? Is there a way to ask Windows for the one in use?

FYI: Daylight time starts this Sunday. So now Daylight Time is more than 1/2 the year. Should Daylight Time be renamed Standard Time and Standard Time renamed to something like "Winter Time"?
