Error 61 & 61 trying to run QENDITOR

Lots of users getting this error. I recently upgraded from Comet 2003 to 2006 build 369. Server is running CometDataBaseServer 5.08.

How do we tell what is wrong with this

See attached startup logs. One good and one we got this error during startup. INI is also attached.
