Can't get machine ID

I am trying to develop a piece of code that will determine if a workstation is local or remote. Local stations get access to one block of dirs, remotes each get access to a unique set; unique to that location. So I want the 32/22 byte machine ID from which I will build a table.
This code. lifted from SESTAB does not return a machine ID and I can decode the stolen code well enough to understand where to start. All I see at line 108 is zero.
HELP please.
