The eComet Tutorial works in conjunction with a parameter file named "#CGICTRL". It is populated with (among other things) the location of merge/send files. The file from Signature probably is wrong for your system.
I suggest a much better initial test program for testing your xap. I call it cgitest. I am attaching the source.
