I was able to get around the change by going into the advanced options for the file type HTM and changing the "Open in Same Window" topic to WWW_OpenURLNewWindow for XP. In Windows 2000 I changed the opennew to WWW_OpenURLNewWindow. Its not fun going to each person's computer to change this but at least the files open in a new webbrowser.
