I'm not quite sure why Comet appears to run for you, but here's a link to the skinny straight from Microsoft.
I've noted that there is one exception to the 16-bit rule - it is the case of some 16-bit installers which are somehow allowed to run. I don't know the where's or how's that they're able to do this. It may be that Cosh.exe uses such a small subset of the OS features, that it too is allowed to run. I'll see if I can get an answer from MS on this, but until we know for sure, I'd proceed carefully.
