Haven't run into this myself. QDIR caching maybe? I do the same steps in a different order.
- create a new network folder
- go to Q option 45 and create the QDIR
- configure the DIR as a 'C' type directory in the INI file
- Sysgen
- exit Comet and re-start Comet
