It's odd that you would see zeroes for these values. They determine the sizes of the various tables maintained in the file server. If they were zero, no table entries would be allocated.
The values are stored in the registry. They are loaded from there at startup. If not in the registry, they are set to the defaults and the registry entries are made.
I'd recommend setting them to the defaults.
