UE has a blind password option that it uses when it automatically compiles. If you click on the Advanced button you will see blind password option (Ctrl+shift+7). Is it possible the password that ultraedit is launching does not have access to the pay directory where when you use the qtility 27 option, you do have access? Just a thought?
