Yes changing these values effects the memory used by the tables kept in the file server. And technically I suppose it could effect performance. There are some situtations where the file server will iterate through all of the entries. But, I'd be careful in adjusting the values particularly the number of connections. It is not sufficient to have one connection for each user. As a matter of fact, beginning with version .370 each user will have at least 2 connections because CosC makes a connection on behalf of each user to do things like CopyFile thru the file server. Also, any use of CometLib (such as CometExplorer) will require another connection for that user.
