Twila says the dongle tested OK before it shipped. One more thing I'd try is getting the latest drivers for it. You should be able to get it from the Windows Update service. You can get to it this way:
Control Panel->System->Hardware->Device Manager->USB controllers. Select CBUSB and choose update driver.
