Comet 2007 missing files

Attempting to upgrade everything to Comet 2007 to dumb old me has been a failure and a nightmare. The file SECURITY.OBJ is missing, and the file QTILITY.OBJ is also missing. Having the source does not help if one cannot compile, and when missing QTILITY cannot modify the directory or compile.

Other than reinstalling older versions, where am I going wrong?
