In the EmailPtr documentaion, it demonstrates the formatting of the "(To=" command from best to worst. Best being (To = '"Jim Gerber" ....')

I get an error from Exchange when I try to use that format.

Only the "worst" will work. "(To = 'jim@@...').

Microsost Exchange support says ...

As for the quotation marks, we can confirm it is not supported in the
SMTP Session. The addres provided in the session is named P1 address,
which is used for message delivery. However, sender/recipient info
listed on the Outlook client is the P2 address. So it may be related to the improper P2 address so that the quotation marks are displayed in Outlook or other mailer client.

The quotation marks is not accepted for the parameter of the SMTP commands, such as "mail from" and "rept to". You may check the RFC2821 for details on SMTP protocol: http://www.ietf.org/rfc/rfc2821.txt
